GATS may characterize digitally supplied services as cross-border supply, while TRIPS addresses Member-level intellectual-property obligations. The WTO electronic-commerce work and participant-specific agreements can influence domestic policy, but they do not replace local privacy, tax, consumer, cybersecurity, sanctions, or contract law.
